Lame-Duck Changes Advance

A resolution amending the Michigan Constitution to change the vote threshold to pass legislation during lame-duck was reported by the House Government Operations Committee this week.

Key Points:

    • House Joint Resolution A was introduced by Representative Ann Bollin (R-Brighton).
    • It requires a two-thirds majority vote in both the House and Senate for any bill to pass during a lame-duck session, instead of the simple majority.
    • Lame-duck is defined as the time period after a November election in even-numbered years and before the legislature adjourns at the end of the year.

Next Steps:

    • If approved by two-thirds of the House and Senate, the resolution would be placed before Michigan voters at the next general election.
