State Budgets Move

As MLC’s Communications and Social Media Manager, Liz Gullett keeps clients informed and up-to-date on the goings on in Lansing and the Capitol.

This week, there was movement in both the House and Senate on the state budget for the upcoming fiscal year, which begins on October 1.

In a late-night session on Wednesday, the House passed the omnibus and education omnibus budgets. Aspects within the House versions include:

    • The budget totals $75.8 billion.
    • $100 million for roads.
    • A $250 per-pupil increase, bringing the foundation allowance to $10,300.
    • $10 million for the Public Safety Trust Fund.
    • A $65 million increase to revenue sharing for local governments.
    • A $300 million deposit into the rainy-day fund.

The Senate Appropriations Committee finished reporting all individual budgets this week, sending them to the Senate floor for consideration. Aspects within the Senate budget bills include:

    • Similar to the House, the Senate is proposing a $250 per-pupil increase, bringing the foundation allowance to $10,300.
    • $150 million to provide bonuses to educators.
    • $300 million for school safety and mental health efforts.
    • $152 million for the Selfridge Air National Guard Base.
    • Funding for the more than 200 problem-solving courts statewide.
    • A $350 million withdrawal from the rainy-day fund.

Next Steps:

    • The full Senate will vote on the budgets in the coming days.
    • The biannual May Consensus Revenue Estimating Conference will be held on May 15 to finalize the projections for the upcoming fiscal year.
    • The chambers will pass different iterations of the budgets, and the originating chamber will vote not to approve.
    • The House and Senate will name members to conference committees for each budget, where they will negotiate the items of difference.
