Governor Gretchen Whitmer signed Executive Directive 2023-04 on August 3rd, 2023. The order will adjust permit regulations and ensure the state government and its agencies are responsive.

Key Points:

  • The goal of the executive order is to expedite state permitting and refunding permit application fees for missed deadlines whenever possible.
  • The order ensures responsiveness from the state government to permit applicants while upholding standards of permit review.
  • State departments and agencies must review and report the permits and licenses they issue and the statutory authorities governing application fees and response times to the governor.
  • State departments must waive or refund the full application fee if they exceed the time limit given by the governor.
