Bills Aim to Create State Level Work Opportunity Tax Credit

Legislation aimed at encouraging employers to hire workers facing significant barriers to employment was recently introduced.

Key Points:

    • House Bills 5771 and 5772 were sponsored by Representative Jason Hoskins (D-Southfield) and Representative Matt Bierlein (R-Vassar).
    • They create a state level Work Opportunity Tax Credit (WOTC) designed to defray the extra costs an employer would have to provide support to these individuals.
    • The proposal uses the existing federal WOTC program as a model, adding a matching state credit.
    • The federal program is currently co-administered by the Michigan Department of Labor and Economic Growth and the IRS.

Next Steps:

    • The bills were referred to the House Economic Development and Small Business Committee for consideration.
