During all-night marathon sessions, the House and Senate approved an $82.5 billion budget for the upcoming fiscal year, beginning on October 1. Both the K-12 Budget and the Omnibus Budget, funding departments and agencies, were passed on near party-line votes. However, enough Senate Republicans voted for the necessary immediate effect for the budgets, something that had been in question throughout the process.
Specifics within the budgets include:
-
- $75 million for a new revenue sharing trust fund to support local community services such as first responders, transportation, and water infrastructure.
- $50 million deposit into the Budget Stabilization Fund, bringing the total in the fund to $2.2 billion by the end of FY25.
- $20 million deposit into the Disaster and Emergency Contingency Fund.
- $133 million for student mental health and school safety.
- $200 million to continue universally-free breakfast and lunch at K-12 schools.
- $130 million for continued expansion of free pre-K.
- $75 million for before and after school programming.
- $65 million to fund a 15% increase for childcare and bonuses for childcare workers.
- A 1.5% ongoing and a 1% increase for university and community college operations.
- $30 million increase funding for the Michigan Achievement Scholarship.
- $52 million to continue Michigan Reconnect, providing a tuition-free pathway to adult learners 25 and older.
- $2.5 million for the Economic and Worker Transition Office to aid residents with the transition to EVs and clean energy.
- $100 million to construct more affordable housing.
- $500 million in continued investment in the Strategic Outreach Attraction Reserve Fund.
- $509.4 million for water infrastructure to fund lead service line replacement and water infrastructure, and climate change mitigation.
- $18.5 million to implement the recommendations of the Racial Disparities Taskforce.
- $161.5 million to establish new Certified Community Behavioral Health Clinic sites across the state.
The budgets will be sent to Governor Gretchen Whitmer for her consideration.
