The Michigan Public Service Commission (MPSC) announced two initial public engagement sessions on implementing new laws granting the commission siting authority for large energy projects.
Key Points:
-
- The new law was passed and signed by Governor Whitmer in November 2023.
- It moved the approval of large-scale renewable energy projects from local units of government to the MPSC.
- The following facilities are covered by the Act: solar facilities with a nameplate capacity of 50 MW or more, wind facilities with a nameplate capacity of 100 MW or more, and energy storage facilities with a nameplate capacity of 50 MW or more with a discharge capability of 200 MWh or more.
- The MPSC kicked off its efforts to implement the law on February 8, issuing an order directing staff to hold public meetings, and engage with experts, local units of government, project developers, and other interested persons.
- The order also directs staff to file recommendations on filing instructions, guidance relating to compatible renewable energy ordinances, and other recommendations by June 21, 2024. A public comment period through July 17, 2024, will follow.
Next Steps:
-
- The first two engagement sessions are open to the public and will be conducted via livestream on Microsoft Teams.
- The sessions will be held on March 7 and March 19, both at 1:30 p.m.
- Details on how to join will be posted on the MPSC webpage dedicated to this issue.
