Legislature Wraps Up Session for 2023

Thursday, November 9 was the last session day for the House and Senate for 2023. While typically the legislature holds session and committees through December, there were a number of reasons for the early end.

Key Points:

    • The Michigan Constitution requires the legislature to adjourn Sine Die each year, ending session for the year.
    • Legislation without immediate effect takes effect 90 days after Sine Die.
    • A proposal moving the date of the presidential primary to February 27 was passed and signed into law but wasn’t granted immediate effect. Thus, if the legislature waited to adjourn at the end of December as usual, the presidential primary date change wouldn’t be in effect for 2024. Adjourning Sine Die means it will be in effect for next year for the presidential primary election.

Next Steps:

    • The Michigan Constitution requires the House and Senate to reconvene on the second Wednesday in January at noon.
    • Because this is an odd year, all legislation will carry over to next year and can continue to be considered by the legislature.
