Legislation requiring an electric provider to have a 100% clean energy portfolio by 2040 was reported from the Senate Energy and Environment Committee and passed by the chamber this week.

- An electric provider’s renewable energy credit portfolio must meet the standards of 15% through 2027, 50% in 2030 – 2034, and 60% in 2035 and thereafter.
- Their clean energy portfolio must be 80% in 2035 – 2039 and 100% in 2040 and thereafter.
- The Michigan Public Service Commission (MPSC) may grant a good cause exemption for up to two years per exemption.
- Requires a municipally owned electric utility to file a clean energy plan by July 1, 2028.
- Requires electric providers and alternative electric suppliers to submit plans to build or acquire energy storage systems by December 31, 2029.
- The package makes a number of additional requirements for electric and natural gas providers, as well as modifications to MPSC’s oversight.
