Governor Signs State Budget

This week, Governor Gretchen Whitmer signed the $81.7 billion state budget for the upcoming fiscal year. The budget includes a $200 million deposit into the rainy day fund and a 5% increase in statutory revenue sharing to help counties, cities, villages, and townships. Additional appropriations within the budget include,

Public Health:

    • $150.6 million to increase reimbursement rates for Medicaid services.
    • $49.5 million to implement recommendations from the Racial Disparities Task Force.
    • $25 million increase in support to local health departments to provide essential services.

Public Safety:

    • $171.5 million in public safety grants.
    • $34.2 million to enact recommendations from the Task Force on Juvenile Justice.
    • $10.5 million in new statutory revenue sharing dedicated to public safety.
    • $5 million to expand the Jobs Court.

Infrastructure:

    • Nearly $600 million to protect access to drinking water, replace lead service lines, rebuild sewers, and more.
    • $416 million to fix roads and build up public infrastructure.
    • $80 million to replace or rehabilitate structurally deficient bridges.
    • $50 million investment in rail, marine, intercity, and local transit infrastructure.
    • $21.3 million for clean energy and electric vehicle infrastructure investments.

Housing:

    • $212 million for residential energy efficiency improvements.
    • $50 million to help alleviate affordable housing needs and revitalize downtown areas.
    • $2 million to expand the capacity of the State Land Bank Authority.

Economic Development:

    • $500 million deposit in the Make it in Michigan Fund, also known as the Strategic Outreach and Attraction Reserve (SOAR) Fund.
    • $50 million to fund community development projects.
    • $15 million for talent action teams to fast-track assistance to businesses looking to expand or locate in Michigan.
