Budget Process Reform Introduced

Legislation requiring the public posting of enhancement grant funds was considered in the House Appropriations Committee this week.

Key Points:

    • House Bill 4420 was introduced by Representative Tom Kunse (R-Clare).
    • Under the proposal, all “earmarks” must be publicly disclosed on the Department of Technology, Management, and Budget’s website.
    • The requirement applies to all enhancement grants initiated by members of the House and Senate.
    • Currently, there’s no requirement for easily accessible public disclosure of earmarks for local projects or nonprofits in the state budget.

“This is about keeping transparency at the forefront of state government,” said Representative Kunse. “Whether the funding is requested from a legislator in the House or the Senate, the people of Michigan deserve to know where their money is going. If you’re requesting a public grant, you should be prepared to stand behind it openly and clearly.”

Next Steps:

    • The bill remains before the committee awaiting further consideration.
