Legislature Approves Change to Driver License Issuance

Legislation passed this week lifting restrictions on issuing driver’s licenses under certain circumstances. Passage of the bill was praised by Secretary of State Jocelyn Benson,

“Similar to ‘Driver Responsibility Fees’ of years past, the multi-year prohibition from obtaining a legal driver’s license is an added and unnecessary roadblock for thousands of Michiganders. Without a reasonable path to legal driving, they are barred from employment opportunities, have limited mobility and independence, and put an added strain on friends and family who must provide their transportation.”

Key Points:

    • House Bill 5103 was sponsored by Representative Donavan McKinney (D-Detroit).
    • It removes a prohibition on issuing a driver’s license for three years to a person convicted of two or more moving violations, certain local ordinances, or certain laws of other states.
    • If signed into law, the bill takes effect March 1, 2024.

Next Step:

    • The bill will be sent to Governor Whitmer for her consideration.
