Governor Makes Shifts Within State Government

Through executive order, Governor Gretchen Whitmer is shifting functions within State of Michigan departments with the goal of improving efficiency and cutting red tape.

Office of Postsecondary Educational Attainment and Indian Tuition Waiver:

    • The Office of Postsecondary Educational Attainment will move from the Department of Labor and Economic Opportunity to the Department of Lifelong Education, Advancement, and Potential (MiLEAP).
    • The Indian Tuition Waiver will shift from the Department of Civil Rights to MiLEAP.
    • Both will be housed within the Office of Higher Education within MiLEAP.
    • MiLEAP was established by executive order in July 2023.
    • The goals of MiLEAP are to add capacity in early learning, so every child is ready for kindergarten; accelerate progress towards the Sixty by 30 goal (a goal of having 60% of residents obtain a certificate or post-secondary education by 2030); and prioritize community, regional, and state partnerships that help students succeed.

Michigan Tax Tribunal:

    • The Tribunal will move from the Office of Administrative Hearings and Rules to function as an autonomous Type I agency with the Department of Licensing and Regulatory Affairs (LARA).
    • The Tribunal’s budget, procurement activity, and related management functions will be performed under the supervision of the LARA director.

Workers’ Disability Compensation Appeals Commission:

    • The executive order allows a broader range of individuals to serve in the place of a member of the commission in the event of a conflict of interest.
    • The Commission adjudicates workers’ comp appeals.
    • It’s comprised of three members appointed by the governor with the advice and consent of the Michigan Senate.
