Prior to joining the team at MLC, Bill spent 20 years as a state legislator and trial judge. During his tenure, his peers elected him to serve as president of the Michigan District Judge’s Association. While serving as a legislator, Bill also was an entrepreneur with his own private law practice as a commercial attorney. 

Most recently, Bill served in the healthcare field as the chief operating officer of one of the largest physician organizations in Southeast Michigan.  This multi-specialty physician entity was comprised of more than 1,000 independent private practice physicians.  While managing this organization, Bill led the effort to organize a subset of physicians to participate in the Medicare Shared Savings Accountable Care Organization (ACO) program as a physician-owned and physician-directed entity. His legal training and legislative experience provided invaluable insight into the federal regulations pertaining to the operation of ACOs and helped the ACO achieve a $24 million savings — the fourth highest savings of all ACOs in the nation in 2014.

Outside of work, Bill enjoys teaching and has instructed courses on the legislative process, law, and civil rights at the University of Michigan – Dearborn and Henry Ford Community College.

Bill earned a bachelor’s degree in economics and a juris doctor from the University of Michigan Ann Arbor. Bill is a licensed attorney in the state of Michigan.
